Reinstatement of Approved Models and Manufacturers for Solar Photovoltaic Modules

In accordance with the Ministry of New and Renewable Energy’s (MNRE) Order dated 10th March 2023, concerning the Approved Models and Manufacturers of Solar Photovoltaic Modules (Requirements for Compulsory Registration) Order, 2019 (ALMM Order), significant updates have been issued for the fiscal year 2023-24.

Key Points:

  1. Suspension and Re-Implementation:
  1. The ALMM Order was held in abeyance for the financial year 2023-24, as per MNRE’s decision.
  2. It has been decided to re-impose the ALMM with effect from 1st April 2024.
  1. Applicability of ALMM:
  1. The ALMM will be applicable exclusively to projects sponsored or subsidized by the government.
  2. It applies to government or its agencies procuring power for consumption or distribution through Distribution Companies.
  3. ALMM also applies to Solar PV Rooftops and PM KUSUM, which are subsidized.
  4. However, projects set up under open access or as captive by private parties are exempt from ALMM.
  1. Exemption for Advanced Stage Projects:
  1. Projects commissioned by 31st March 2024, initially exempt from ALMM, will now be subject to a relaxation.
  2. The relaxation applies to projects in advanced stages of construction where the order for modules has been placed before 31st March 2024.
  3. Verification will be conducted based on the advanced stage of construction and the opening of an irrevocable Letter of Credit (LC) before 31st March 2024.

Conclusion: These recent developments underline the government’s commitment to regulating the solar energy sector and ensuring compliance with quality standards. The reinstatement of the ALMM Order from April 1st, 2024, emphasizes the importance of adherence to approved models and manufacturers for the procurement of Solar Photovoltaic Modules, particularly in government-sponsored projects. The exemption for projects in advanced stages of construction provides a nuanced approach, balancing regulatory requirements with practical considerations for ongoing initiatives.
